A ladder safety system is the technology OSHA 1910.28 points to for new fixed ladders over 24 ft. Understanding its four working parts — and the four steps of a retrofit — makes the 2036 transition a scheduling exercise instead of a scramble.

The four working parts

  • Rail or cable track — fixed the full length of the climb, top anchorage to base bracket.
  • Carrier sleeve — rides the track, follows the climber up and down without manual transfers.
  • Full-body harness — worn by the climber, clipped to the carrier before the first rung.
  • Locking action — a slip trips the sleeve onto the rail and stops the fall at the ladder.

Fall protection is required above 24 ft. A safety cage satisfies that duty only on ladders that carried one before 2018-11-19, running until the 2036-11-18 transition. Ladders placed in service after 2018-11-19 need a ladder safety system or personal fall arrest — the cage stopped being the answer for new climbs at the 2018 rule.
